Can Drones Be Flown Near Buildings, Roads and People?

Yes — but operations close to people, vehicles and buildings need specific authorisations and risk controls. Hiring an unlicensed pilot for these operations is risky and usually illegal.

United States (FAA)

Part 107 limits operations over uninvolved people unless the aircraft meets Category 1–4 requirements or the operator holds an OOP (Operations Over People) waiver. Flight over moving vehicles requires similar approval.

United Kingdom (CAA)

In the Specific category, GVC operators can fly closer to uninvolved people under PDRA-01 (50 m horizontal separation, scaled down for sub-2 kg aircraft). Open category A2 CofC allows 30 m or 5 m for C2-class drones in Low Speed mode.

Australia (CASA)

Standard operating conditions require 30 m from people not directly involved in the operation. Closer operations need an RePL plus area approval or operations manual provisions.

Canada (Transport Canada)

Advanced operations are required for flight within 30 m of bystanders. Specific authorisations are needed for any flight within 5 m.

Risk mitigation

Operators should provide a site-specific risk assessment, NOTAMs where required, briefings, marshals and clearly defined operating volumes. Make these a written requirement in your scope of work.
